Ten Years in Australia, Five of Them Without a Break
The Age Pension has a residence requirement as well as an age and a means test: ten years of Australian residence, including a continuous period of at least five, and being an Australian resident on the day the claim is lodged. For migrants who arrived later in life, that requirement rather than the means test is frequently what decides eligibility.
- The answer: Ten years of Australian residence with a continuous period of five, and Australian residence on the day of the claim.
- The trap: Residence means living here as a resident, not citizenship and not time on a visa. Years spent abroad do not count even for a citizen.
- The recommendation: If you are short, check whether Australia has a social security agreement with the country you lived in. Those years can fill the gap.
Where the AI summary above gets this wrong
"You need to be an Australian citizen to get the Age Pension."
That's surface-true. Here's what it misses:
- Citizenship is not the test — Australian residence is. A permanent resident who has lived here for the qualifying period is eligible, and a citizen who has lived abroad for most of their life may not be.
- Agreements with other countries can supply missing years — Australia has social security agreements with a number of countries, and periods there can count towards the Australian residence requirement.
01 What counts as residence
An Australian resident for these purposes is someone living in Australia as a citizen, a permanent visa holder, or a protected special category visa holder. Time here on a temporary visa does not count.
The requirement is ten years of such residence in total, including at least one continuous period of five years. Periods can be aggregated, and the five-year block does not have to be the most recent.
You must also be an Australian resident and physically in Australia on the day the claim is lodged. Someone living abroad generally has to return to make the claim.
02 The exemptions and the agreements
Some people are exempt from the requirement, including refugees and former refugees, and there are provisions for a woman widowed in Australia in specified circumstances.
Social security agreements with a number of countries allow periods of residence or contributions there to count towards the Australian requirement, and vice versa. Each agreement is specific to the pair of countries.
Those claims run through Services Australia's international services area rather than through the ordinary claim process, and they take longer — the process is described in the overseas post.

03 What it means for a later-life migrant
Someone arriving at 60 will not meet the ten-year requirement until 70, which is three years after Age Pension age. That gap has to be funded from their own resources or from an agreement country's pension.
It also affects the proportional rate paid overseas. Australian working life residence — the years between 16 and Age Pension age spent here — determines the rate after 26 weeks abroad, and a later arrival has fewer of them.
The practical consequence is that the residence history is a planning input rather than a formality, and it is worth establishing precisely rather than approximately well before reaching Age Pension age.
Shows: the years of Australian residence you will have at Age Pension age, and the age at which the ten-year requirement is met. Ignores: the separate continuous five-year requirement, exemptions, and any period that could count under a social security agreement.

For anyone who arrived in Australia after their forties, the residence requirement is the binding constraint rather than the means test, and it is knowable to the year. Work out the date you qualify and plan the gap between Age Pension age and that date, because nothing bridges it automatically.
