How FERS Actually Works

The decisions that matter most are about the first one, and they are decided by dates rather than by dollars.

01 The three components

02 When you can go
An immediate unreduced annuity requires meeting one of several combinations of age and years of creditable service. There is a minimum retirement age that varies by birth year, and pairings of that age with long service, or of older ages with shorter service.
Falling short changes the outcome rather than preventing retirement. An early retirement can carry a permanent reduction for each year under the unreduced age. A deferred retirement, taken by someone who leaves federal service before eligibility, starts years later and generally loses the health insurance carry-over.
Because the difference between meeting a combination and missing it can be measured in weeks, the date is the first thing to establish. Very few decisions in choosing a retirement date have this much riding on a single line in a personnel file.
Two things can change the service figure itself. Unused sick leave is credited toward the annuity computation, though not toward eligibility, which means a large balance adds to the payment without moving the date you can go. And earlier federal service for which no contributions were made, or for which they were refunded on an earlier departure, may be creditable if a deposit or redeposit is paid.
Both are worth resolving years ahead rather than months. A deposit grows with interest the longer it is left, and establishing which periods of earlier service count is a records exercise that takes time in an agency that may no longer hold the paperwork. Someone who worked for the government in their twenties, left, and returned in their forties frequently has more creditable service available than their current record shows.

03 What the annuity pays
The basic annuity is high-3 average pay β the highest three consecutive years of basic pay β multiplied by years of creditable service and a factor. A higher factor applies to someone retiring at 62 or later with sufficient service, which is a meaningful reason to work to that birthday.
Two things reduce it. Electing a survivor benefit lowers the payment for life in exchange for continuing it to a spouse β and that election is also what preserves the spouse's health insurance, which is usually the stronger argument for making it.
An age reduction applies where retirement is taken before the unreduced age under certain provisions. Both adjustments are permanent, and both are decided at the point of retirement rather than revisited.
Cost-of-living adjustments apply once the annuity is in payment, but under FERS they are generally smaller than full inflation in years when inflation is high, and they do not begin at all for most retirees until 62. That combination means the annuity's real value drifts down over a long retirement rather than holding flat, which is the reason the other two components have to carry the inflation risk.

04 The other routes out
Early retirement offers appear during reorganisations and can allow an immediate annuity at reduced age and service thresholds. Whether the annuity is reduced depends on which authority is being used, and the offer letter is the document that says.
Deferred retirement applies to someone who separates before eligibility and waits for the annuity to begin. It preserves the earned benefit and generally forfeits the ability to carry federal health insurance into retirement, which for many people is the larger loss.

05 The Thrift Savings Plan, and where the gap is
The TSP is the part of FERS that behaves like the private sector, and it is where the outcome is actually decided. The agency contributes a base amount regardless of what the employee does, and matches contributions up to a defined percentage of pay. Not contributing enough to collect the full match is the same mistake as declining a 401(k) match, and it is made for the same reason: nobody sends a reminder.
The fund menu is deliberately short β a handful of broad index funds and the lifecycle funds built from them β with costs among the lowest available anywhere. That simplicity is a genuine advantage, and it means the contribution rate matters far more than the allocation choice.
Withdrawal rules follow the ordinary retirement account pattern, with one exception worth knowing: separating from federal service in or after the year you turn 55 allows penalty-free withdrawals from the TSP, which an IRA rollover would give up. A retiring federal employee under 59Β½ should leave money in the TSP for that reason rather than consolidating by reflex.
Because the annuity is the smaller component by design, the TSP balance is what determines whether the retirement works at the standard of living intended.
